chore: update documentation and enforce testing rules
- Added testing rules to CLAUDE.md and GEMINI.md, specifying that every change must be programmatically tested and to run the minimum number of tests for efficiency. - Updated _ide_helper.php to remove unnecessary whitespace in PHPDoc comments. - Changed file permissions for artisan to ensure it is not executable. - Updated composer.lock to reflect new versions for several packages, including league/commonmark, psy/psysh, and symfony components. - Updated package-lock.json to upgrade postcss to version 8.5.8.
