MrNewb 69703e803f feat(version): improve version comparison and patch notes display 
- Added CompareVersions function for accurate semantic version comparison.
- Refactored patch notes fetching into fetchPatchNotes, supporting both GitHub and Tebex sources.
- Improved error handling for invalid repository formats and missing version metadata.
- Enhanced update notification logic to use latest GitHub release and display patch notes for newer versions.
- Now triggers version check on resource start using updated logic.
- Fully backwards compatible

Mr.Crowley a1e65a7dff made some changes to input and target 
targets now accept event

fixed a check for .action passed to ox fix options

input will now return in qbs format if qb is used (passed as true).. this makes converting qb resources infinitely simpler

Targets:

sphearzone should not take a heading, removed

optional debug at the end for individual debugging

Inventory:

Added OpenPlayerInventory for all inventories.
2 (aka codem and qs) did not have clear documentation. Probably doesnt work

All the this below should go in unit tests if we are to continue using them.

None of these were harmful but its a good thing to watch out for going forward.

MrNewb c7d638cbfb rcore_clothing partial support 
This relys on the default server file to handle most, but we have opening menus and when rcore_clothing provides as qb/esx_skin this should resolve the errors if the framework didnt match the bridged option. Formatting fixed, debug commands disabled as this is for production.
